ORR Are Next To Be Reviewed
The ORR are the next target for a review, after the Public Accounts Committee said the ORR lack the capability to robustly scrutinise Network Rail’s plans and cost estimates.
This is following the pausing of many projects for a review on the progress of Network Rail and CP5, which the result of is the Hendy Report released last week. The output of the report isn’t as bleak as it could have been as most projects will continue as planned with some being delivered later than expected. However, there is an admission of a big overspend on electrification works, but this is not too much of a surprise.
For the ORR however, their job is to oversee and so may be given a harsher time in a review for signing off on works with too much uncertainty surrounding the costs of the large projects Network Rail had planned.
